I can move items in the Navigation Pane (Outlook 2010) or Folder Pane (Outlook 2013) by picking up and moving (as described above). <br />

Other than special folders like Inbox, my other folders are alphabetically arranged. <br />

However, I don't think PST files are automatically arranged, and those can be arranged manually.
