Why ASA ask "Pre-configure Firewall now through interactive prompts" ?

Hi, When ASA start/reload, occasionally it asks "Pre-configure Firewall now through interactive prompts [yes]?" while most time it does not ask this question. When it ask it, if hitting the enter key, it keeps asking more questions, which takes a lot time to answer. What cause the situation ? how to prevent it from happening ?
