Outlook 2013 attachment prompts

I'm running Outlook 2013; how do I disable the prompt for attachments regarding "trustworthy source"?  The checkbox labeled "Always ask before opening this type of file" is grayed out. I can't find a setting in Outlook options to fix this.

In Outlook 2013, Options, Trust Center, Attachment handing:  Are the options set to download attachments?  Look through these options and set them and then see if your issue is resolved.

Try also in Trust Center, Automatic Download and uncheck the main setting. Then you may see fewer of the Trusted Source windows.

The only way I got around this was to run Outlook in admin mode; I was then able to uncheck the box.
