Locking down Windows 8.1 start

Hello Experts,
We have an all in one windows 8.1 touchscreen desktop for a client. They want the ability to lock down the desktop (gems) and add pdfs and word documents as tiles.
Is there any recommended manual or software to do this.
We looked into the original windows 8 and you could simply tag a pdf to that screen but no longer.

What we are after is the ability to pin PDF documents to the start. Locking down start so that things cannot be deleted or moved. The ability to web browse is important.
If possible solution to be managed by a novice admin user.
