What we are after is the ability to pin PDF documents to the start. Locking down start so that things cannot be deleted or moved. The ability to web browse is important.<br />
If possible solution to be managed by a novice admin user.

Locking down Windows 8.1 start

Windows 8 is a personal computer operating system developed by Microsoft as part of the Windows NT family of operating systems, with an emphasis on improving its user experience on tablets.
