You can put a shortcut to Task Manager (taskmgr.exe)  in:

C:\ProgramData\Microsoft\Windows\Start Menu

Go to the start menu > All the programs, and made a right click on the file "Démarrage", then click to Open (Click to Open every user if you wish that the program launches about is the open session).

In the window which opens, made a right click on an empty location > New > Shortened.

Click to Browse, and specify the file to be started in the same time as Windows.

"you want lauch taskmgr.exe"

Click on Next, to end the assistant.

I don't have a "C:\ProgramData\Microsoft\Windows\Start Menu".
I did put it in the "C:\Windows\Start Menu\Programs\Startup" folder per instruction I found on the web, but that didn't work.
Try this Microsoft Article

I have it running at my home office  and it does start. I have Windows 8.1 here.
Here is another way for Windows 7

Put taskmger in  C:\Users\UserName\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup.
Thanks for the link.  I used Task Scheduler.
