Generic Ajax Completed Detection/Handler?

Is there a generic handler to detect if an Ajax query has been completed?  

Like, for instance, another process makes an AJAX call, that it will detect that the call has been made/completed?

And what does "completed" mean? Success, Error, both?

From the tags you added it seems that it's client-side, and you also added jQuery so I assume you're using $.ajax for your AJAX requests.
If that's the case, you can intercept all the AJAX requests with the global ajax setup:
$.ajaxSetup({
    complete: function() {
        // do your stuff
    }
});

Declare this once when your application starts and that complete function will be called every time an ajax call completes (success or error) in the application.

This is very useful to control a loading spinner for instance.
