It is not possible to edit GAL contacts in Outlook.

Please refer this article:

Ref. content from article:
You cannot edit Address Book entries from within the Address Book. You make changes by changing the information for the individual contacts in your Outlook Contacts. After saving the contact, the changes for that entry will be updated in the Address Book.

There is another way to edit contact details of users, that is ECP (Exchange Control Panel). You will have to permit a group with modify permission on specific attributes in AD console then you can ad users in that group. Those will be able to modify user's properties through ECP.

Is ECP available on Exchange 2007?

Assigned users are able to modify distribution lists.  Thought it'll be the same for other contacts.
Problems using Powershell and Active Directory?

Managing Active Directory does not always have to be complicated.  If you are spending more time trying instead of doing, then it's time to look at something else. For nearly 20 years, AD admins around the world have used one tool for day-to-day AD management: Hyena. Discover why

no ECP is not available in Exchange 2007, i thought you had Exchange 2010 so suggested for ECP.

DL modification is part of member updates, if manager of DL want to remove/add any members in DL so there is permission for that purpose but not for user updates.
