Unable to connect Disconnected Mailbox to user. Exchange 2013

I am trying to connect a Disconnected mailbox to a user using the EAC.  I select connect to a Mailbox and the Mailbox I am trying to connect to shows up.  When I select connect I get the following message. "Couldn't find any matching users......"  So I selected "No, I want to connect to a different user account"

Then I selected User Mailbox and hit next.  I get a window that says Connect to the following user account:  But I cannot type anything into the window.  So I clicked on Browse.  On the next window I select both Name and Organizational unit nothing shows up.

What am I missing?

Couple of things to consider,

You cannot re-attach a mailbox to an AD Account that is disabled. The active directory account needs to be Enabled. The account also cannot have any other associating mailboxes connected to it either.

Have you tried this using powershell rather than the EAC?

The user I was trying to connect to had a mailbox.  So I created a new user without an associated exchange account and was able to connect the disconnected mailbox to it.
