windows server 2012 file copy

I have never seen this problem before. I am trying to copy a big file (about 11 gigs) from a user's computer to the a  shared folder in the server.  There is not quota on the folder. When i tried the copy the file, it says: you need 11.0 gig of space to do this operation.
However, if i can copy a folder size 19 gigs from my computer.

Could this be a limitation of a file size.

how are you trying to copy it? I suggest using robocopy like this, from an elevated command prompt
robocopy c:\source-foldername\ c:\destination-foldername\ filename.abc /zb /r:1 /w:15
the /zb will allow you to rerun the command if the copy fails without having to start all over again
