Server 2012 R2. Remove Shutdown Button from Start Menu

So i recently deployed a new Server / Domain. I created an OU called Employees. Where in group policy can i disable the shutdown option within the start menu. I would like them to be able to reboot their PCs but not shut them down at night.

I want to allow my users to restart their machines but not turn them off via Group Policy. The video depicts how to restrict desktop icons.
