I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Option 1 - using the ROUND function:

Put 23,887,939 in A1.
In B1, type: =ROUND(A1, -6).

Option 2 - using the Custom Format:

Put 23,887,939 in A3. Keep A3 highlighted.
Right-click, and go into Format Cell.
In the Custom format, type: $#,,",000,000"

I caught your emphasis on "custom format" after posting, so I have edited the above post and added the Custom Format solution.
