Go to Tools>Internet Options>Tabs
Deselect all the Tabbed Browsing options
Move down to the section: "When a new tab is opened, open:"

I do see the tab options but no matter what I change nothing happens. It is very strange.

I have a user with windows 7 SP1 pro. When she opens IE it has no options for tabs. It will come up to the welcome to IE 11 screen but IE looks like IE8. When I go to about the about window closes before I can look at the Version number. I could not find anything on google. Anyone seen this before?

IE11 looks like IE8 (no tabs)
