Setting network location so that it doesnt change

I have a Server 2012 R2 hyper-v server with two guest VMs. One is the DNS server. In the NIC properties on the hyper-V server it is using the Virtual DNS server.

The problem is that if I reboot the hype-V server the network location is set to "unidentified" because the virtual DNS server has not booted up at that point.

The result of this is that I am unable to RDP into the hyper-v server until I manually change the network location.

How can I fix the network location to "Private" permanently?

Click Start --> Services.msc [CTRL+SHFT+ENTER]
Network Location Awareness: Set to Automatic (Delayed)

That will pause the network awareness tests until after the network stack is initialized.

We do this for all host servers that are joined to a domain (we only join two or more hosts leaving single server installations in workgroup mode).
