Sharepoint site collection

I need to create a new Sharepoint site collection and since I don't have a lot of experience with it, I need some help.

Should I create it as collection.domain.com or domain.com/collection? Would I need to create a new site in IIS?

Please let me know if you need more info.

You create a new site collection in central admin under "application management"
You first select the correct web application (a web application is the equivalent of a site in IIS). In your example this web application would be domain.com or whatever friendly name you have given it.
You give it a name and you select whats called a managed path (the default is sites), you specify the URL e.g. sales or tech and you choose a site template.
If you called it sales for example your new site collection will be at domain.com/sites/sales

What version of Sharepoint are you running? What is the reason for a new site collection or do you just need a new site created under an already existing collection?

If you create a site colletion under existing Web application (http://sharepoint.domain.com) you have two approaches:
Basic and simple is to create in Central Administation a new site colelection under /sites/ path - http://sharepoint/sites/newsitecollectionname/

Or if you want your url be http://newsitecollectionname.domain.com - then you need to create a host named site collection.
Note,
You must use Windows PowerShell to create a host-named site collection. You cannot use the SharePoint Central Administration web application to create a host-named site collection, but you can use Central Administration to manage the site collection after you have created it.
