Mail server Setup on Windows 2012 R2: cannot connect to your outgoing SMTP e-mail server

I have setup a Windows 2012R2 Cloud server at Rackspace.
I have installed the latest 64 bit version of Icewarp on the machine.
I have gone to name.com and setup a mail.X.com A reference to the IP address of the server.
I have gone to the icewarp server and added a new account for x@x.com
In the Cloud Server's firewall, I have added a rule for opening these ports:
Mail: smtp, http, pop3, imap 25,80,110,143
I probably don't need http.

I have gone to my local Outlook and added a new account for x@x.com.
I run the "test"
It errors with:
Outlook cannot connect to your outgoing SMTP e-mail server.
I have tried this test with the Windows Firewall on the cloud server turned off as well.

What am I missing?

thanks!

Test it on the server itself first, if port 25 is used at all. I'm not an Icewarp user, but the support page says it could also use:
ports 366 or 587 or 465

https://www.icewarp.com/support/online_help/1181.htm

Also sometimes a cloud server or ISP blocks traffic on port 25. In that case, try to use the ports I noted before (by configuring Icewarp to listen on those ports)

I tried to telnet:
telnet.exe localhost 25

and with the firewall on or OFF, I get the same message:

could not open connection... on port 25.

My problem was that under Services / SMTP / Properties,, I had All Services set to a specific IP address from my old server settings. (I imported the settings).

thanks!
