Reporting Services Connection issue SSRS

2008 Windows SErver
sql 2008 standard install
reporting services there as well

I am installing an app on a server and it needs to connection or our reports server for some functionality.

I haven't figure it why it is not working but I have picked out the symptom that I think is pertinent to my problem.

In sql management studio on the local machine with srss and sql, it can connect to the "reporting services" part of sql server.

on my local desktop, I can not connect to sql reporting services using smss.
I can connect to the regular sql engine on the same box.

why might reporting services login from smss only respond from the local install of smss.
this is a fully functional sql server otherwise.
I do not think it is network problems

Did you configure SSRS? Go and check in SQL Server Reporting Configuration Manager.

It looks good to me.  I have another reporting server and it has the exact same settings.
here is the error I receive when I try to login into ssrs with smss.

sql management studio will login to the reporting instance when initiated from the local machine, hosting the sql reporting services... but not from an outside host

What is the version of the SSMS (Help/About)?
You might need to install the last SP.

I think that might be irrelevant because an application that we are installing is asking for the srss server name.  When we provide the name of server 1 (the one that is not functional with remote administration) it fails to find the reporting server

When we provide the same application setup the hostname of srss server 2... it works fine.
problem is... we need to use server 1.

server 2 responds fine to smss requests.

so I was thinking if I could figure out why server 1 won't respond to the smss request.... it is probably the same reason why the application setup won't find it as well
