Files .tmp create on some folders of my network folders on Windows Server 2012

Hi,
I have a problem on my Windows Server 2012 Standard, sometimes, when i work on Docs Office on my network, some files .tmp are created  and i cannot delete it, because i don’t have the right despite i’m login in administrator. The only issue for delete is to reboot the server.

I don’t understand why this files was created and why i cannot delete it.

Thanks a lot

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You can't delete the files because they are in use.
Temp files are common if you run applications which need some kind of change logging for keeping unsaved changes.
