how to create an Apple ID on an iphone

I had one AppleID and this ID are being using by two iphone devices at the same time so in this case,with this same ID,my iphone device is not updating all applications and it is not upgrading from IOS8 to IOS8.3 so everything does not I would like to create a New Apple ID so for this,I am going to Settings-iTunes and Apple Store-then click AppleID but I don't see the Create New Apple Id menu so this menu is available for IOS8.3,latest version but my IOS 8.0, this choice is not available for IOS 8 so how can I create new AppleID for IOS8 in my iphone device?

Apple ID's shared amongst devices usually do not block updates. If you really can't update IOS8 to IOS8.3, just connect it to a Mac or PC, and let iTunes do the upgrade. Hell maybe everything is solved after that!

However, if you insist on creating a new AppleID and then having to manage everything twice on those phones: (use desktop browser if possible)

Don't create a new AppleID for that. Your current one should be fine. Updating through the computer is a good workaround if you're not getting the ability to upgrade... however you may be not able to upgrade simply because you don't have enough storage on the device or something like that.

again: Don't create extra AppleIDs for this kind of thing. Unless you're good about going back to your old one when you're done, this will bite you later when you have multiple AppleIDs floating around and things get really confusing.
