Reactivating Internet Explorer in Windows 8.1

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Initially, MSIE display was greatly reduced in size (as if the display area were greatly increased in size) and was 'reduced' to a small area at top of screen.

Suggestions from Microsoft (http://windows.microsoft.com/en-in/internet-explorer/install-ie#ie=ie-11) were to turn off MSIE 11 in 'Windows Features'.

I carelessly turned off other features, resulting in the above "This Operation.." message.

I then compared the Windows Features settings with another WIN 8.1 PC (Running in Parallels 10 on MAC OS X 10.10.3) and reset so that both had same settings.

The "This Operation.." message persists (from Microsoft Outlook Mail when trying to activate a URL link in a mail message.

How do I fix this? [MSIE 11 is currently unchecked in Windows Features.  

I am OK with using Google Chrome, currrently version 43.0.2357.130 m.

I did, and although MSIE still behaves as above, the Outlook issue is fixed. As we are using Chrome, the result will be OK.
