Exchange 2013 Retention Issue

I have created a polices and added them to mailboxes fine through ecp and powershell but now it seems that I cannot change them.  I can change them fine in ecp and powershell but the mailbox still shows the old policy even after manually running the managedfolderassistant in powershell.

Any ideas?

Has the Exchange services or entire server been rebooted? Have you checked the logs on the Exchange server to see if there is anything stopping the policies from applying?
