How do I restore files in windows 8

I have a client who somehow deleted all of his emails from today back to Feb 2013

How I do not know....He is running outlook 2010

System restore is on the C: drive but when I open file history it is blank

I wish to restore the Post office from this morning @ 8am

how can I do this????

If you want to recover deleted emails of Outlook 2010 then follow steps:
First of all you need to check that Outlook should be connected with Microsoft Exchange as it doesn’t work with POP3 or IMAP.
      Click to Folder>> Recover Deleted Items
      Select the message >>click on Recover Selected Items

If your client is using POP3 account then first you need to check has he saved back up of PST file earlier than simply follow File >>Open >> Outlook Data File then copy the message from it and paste it in to current PST folder.

files cannot always just be restored.
You have to either depend on the shadow backup, but those have restrictions (only some files, not overly big files), or your own scheduled backup.
If you didn't have your own backup schedule, it's almost impossible to restore it (as deleted file recovery programs always struggle with big contiguous files like pst, and you will most definitely regain a file that's full with errors and outlook will just crash)

Agree with the above. POP email needs to be backed up on a regular schedule. Deleted emails (from deleted folder) cannot be recovered.  

What is in Web Mail (where POP downloads from)?

Using Radar I was able to recover emails using the continuity part of the service.
