I have color printer but I want the clients to only print black and white the model of the printer is HP Color Laser Jet M750

Enforcing these options usually requires the more heavy duty rentals like Ricoh and such.
For now, you could add this printer to a server, and have the options set to B/W printing. Add this shared printer to the clients. This can be overridden at the client's side, but usually if the user just prints without adjusting settings, it will be B/W.
In an environment where trust isn't an issue I use this method to create multiple printers for the users to choose (B/W, paper, A3 etc), so the user doesn't have to fiddle with settings, instead choosing the printer with the options already preset.
However, trust seems to be the issue in your environment, and you want enforce the people, instead of helping them print easier, and therefore you need a printer that has the ability to block color printing based on username or pin.

Set the driver to Grayscale, under the Color tab in printer Properties.

To make this the default, you need to do it in Printing Defaults. Go to Printer Properties, clieck the Advanced tab, and then the Printing Defaults tab. Now the Color tab and select the setting. Click OK and then click the General tab, the Printing Preferences button. Check that the Color tab has the setting; set it there as well if needed. That's it.

If the printer is accessed via a server, you need to do this on the server, and it should propagate to the users.
