Exchange server 2010 address book not udating in the outlook client

We have been experiencing  exchange server 2010 address book not updating in the client PC

please let me know the way forward on the below ways

how to upload the address book manually
how to fix the issue exchange server and the outlook level

The first thing you always have to do is check through OWA that the changes are being seen. OWA uses live information, rather than the OAB.
If the changes are seen, then the problem is with the OAB.
If the changes are not seen, then you have a more serious problem with the domain.

Problems with the OAB have a number of causes.
The first thing you need to do is force the OAB to update

get-offlineaddressbook | update-offlineaddressbook

Leave it about 30 minutes, then check the event viewer for errors.
If there are no errors, then force a download in Outlook using the Send/Receive menu.
If the update is still not seen, shutdown Outlook, then delete all *.oab files from the system. Restart Outlook and force another update. If the updates are not seen then, the problem is a lot more serious.
