Office 365 Block Emails with attachments

I'm trying to create a distribution group that will accept emails only if they don't have attachments. I've created the group and confirmed that it works. I'm now trying to create a mail flow rule but the rule isn't working. I've attached a screenshot showing how the rule is set up. What am I doing wrong?

Try the "includes any of these recipients in the To or Cc box" predicate, or in other words Apply this rule if ->  "The message" -> "To or CC box contains...".

Also, the Generate incident report action only applies to DLP if I remmeber correctly.
