I HAVE AN IPHONE 6 THAT I PURCHASED 2ND HAND BUT WHEN I TRY TO SET UP PHONE I GET MESSAGE "THIS IPHONE IS CURRENTLY LINKED TO AN APPLE ID,SIGN IN WITH THE APPLE ID THAT WAS USED TO SETUP THIS IPHONE

I HAVE AN IPHONE 6 THAT I PURCHASED 2ND HAND BUT WHEN I TRY TO SET UP PHONE I GET A MESSAGE "THIS IPHONE IS CURRENTLY LINKED TO AN APPLE ID,SIGN IN WITH THE APPLE ID THAT WAS USED TO SETUP THIS IPHONE.

I'VE TRIED CONTACTING THE PERSON I BOUGHT IT FROM BUT THEY WILL NOT ANSWER OR RETURN ANY OF MY CALLS.

IS THERE ANY SOLUTIONS FOR THIS

It sounds like Apple's security feature is enabled.  Basically, this prevents any work around to removing that apple id without the previous owner's permission.

Possible solutions to your situation can be:

1.  Take the iPhone to Apple, explain the situation and see if they can clear the apple id off the phone for you.
2.  Try to return the phone via the method it was purchased second hand and buy elsewhere.  Also, ensure to read the following sources provided below when buying a phone second hand.

If the phone hasn't been erased, you can ask Siri “Whose phone is this?” and you'll potentially receive the contact details (phone number, address, etc.) of the original phone owner. This way you can contact the original owner and work on disconnecting the icloud account.
