ACT 17 Premium will not launch

I installed ACT 17 Premium on five (5) workstations. On one workstation Act will not load. When I click on the Act icon, a splash screen appears briefly and then disappears - Act never loads. When I open Task Manager I can see the Act!.exe process load for a split second and then go away. I have disabled the firewall and AV, and still no luck. I have uninstalled and reinstalled - with reboots in between - still no luck. Any ideas?

Edit - I have reached out to Swiftpage tech support, but they are proving very unhelpful.

Are you trying to open a database or just open the application?  I'd make sure all Windows updates have been applied and make sure you have the correct versions of .NET installed.  Also, you might try running in "compatibility mode" - maybe try Windows XP.

Has an older version of ACT! ever been installed on this workstation?  You might try deleting old preferences and registry items that refer to it.

More details would be helpful, OS version, etc.

@SStroz - There was some other issues with the SQL install causing the loading issue, however, we did end up having to run it in Windows 7 compatibility mode.
