Information Rights Management keeps popping up.

Using Windows 7 Enterprise with Office 2010.    It keeps asking if I want to sign up for the service.  I click no.  But, then it pops up again later.  Any ways to permanently stop asking/popping up?

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

it will be your Windows Rights Management service kicking in, warning about email attachments or restricted messages - private/confidential.  possible being triggered by a restricted message being forwarded.  You can check by doing a new message, click FILE>>INFO and Set Permissions option.

might need to check some of your Office 2010 GPO's for Outlook -- i assume you have loaded the Office14 ADM or ADMX templates into your DC's?  you should be able to disable it in the correct policy.
