Global Address List not show in OWA 2013

I just finished a migration from Exchange 2010 to 2013.  

When users log into OWA they cannot see the Global Address List.  You can see it if you are using Outlook but not OWA.

How can I fix this?

The Contacts in your OWA reflect your Outlook personal contacts not the GAL in older OWA, not sure if that changed in 2013.

Outlook Mobile Service (OMS)      Support for the Outlook Mobile Service protocol, which is used for sending and receiving text messages from Outlook, was removed due to low usage.

The contacts show in OWA and I found the GAL.  It's listed differently.  

Directory> All Users.
