How to show only "Availability" for everyone's calendar to reflect in the Scheduling Assistant in Outlook.

Is there a PowerShell command or setting to show everyone's availability (not free/busy but the actual subject) of their calendar events to reflect in the scheduling assistant in Outlook? We don't see anything specific in the 365 Admin Center but did come across the link below that appears to work via Powershell but only on a individual bases, plus it only effects existing users and not new ones.

open the powershell as administrator
C:\>$mailboxes = Get-Mailbox -RecipientTypeDetails User
C:\>$mailboxes | %{Set-MailboxFolderPermission $_":\Calendar" -User Default -AccessRights Reviewer}

Will this default for any new accounts created? Or will the powershell command have to be run each time a new user is created?

Also, will this overwrite an existing permissions users may have set on their own calendar?

by default it wont do. you can schedule the script to run once or twice in a day.
