I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. If this requirement for a single OU users then you can create a Dynamic DL, i can provide you steps but fist you need to confirm what is requirement.

In case of users are in diff OU so create static DL. but still you will have to filter out users those will be added by script.

1. Create DL as per requirement

New-DistributionGroup -Name "Managers" -OrganizationalUnit "contoso.com/Users" -SamAccountName "Managers" -Type "Security"

Name: your choice, OU, you can define, Type your choice security or universal

2. create a CSV file with UserPrincipalName only and save it. I hope you can get it in case you need help let me know. but you will have to filter out users those are required.

In this CSV file only contacts UserPrincipalname of users nothing else. It should be like this:

UserID
a@abc.lan
b@abc.lan

Then run below command by changing DLname only.

Import-csv .\users.csv | %{Add-DistributionGroupMember -Identity "DLName" -Member $_.UserID}
0

Powershell is the appropriate solution for this. See below script.

Have your CSV file with a column heading of UPN and all of the users
$Userlist = Import-Csv "c:\filename.csv"
foreach ($Entry in $Userlist) {
$Entry.UPN
Add-DistributionGroupMember -Identity "GroupName" -Member $Entry.UPN
