I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

you need to copy stdole.dll from C:\Program Files\Microsoft.NET\Primary Interop Assemblies\ to C:\Windows\Assembly or include stdole.dll as a required file in your Publish settings in Visual Studio

Q1. What OS version/patches/service pack does the faulty machine have compared with the other successful deployed machines?
Q2. Have you tried to install the prerequisite manually?
Hard to say without looking at the actual machine and find out the differences to the other machines. It could be that the faulty machine does not have windows/apps updates up to date or it contains a program/component that does not allow you to update/install stdole.dll.
Q3. From memory this DLL is part of the Office 2003 PIA - Is this an office based application?
Typically this DLL is installed as part of the Office 2003 and up installation.
