Need to read data from a .dat file that has  Standard Jet DB in the top of the file

The file is used for a storage mechanism.  What can be used to open the file and convert the data that is not human readable.  We can use VB6, .NET, C# whatever it takes to open and read the data from the .dat file.

You could try this approach.
Open the file in Access, saved it as an Access DB.  Point the ODBC at that file, pointed my tool at that MDB data source, built my definition, deleted the mdb file repointed my ODBC data source to the dat file (as data source) and it started to work
