Create a view using paramters

Can a view be created in SQL using parameters ? sort of like Stored procedures so that I can pass parameters to the view and it returns results based on the parameters passed ?

No parameters are allowed for views. You can create an inline table-valued function instead.

Example:
IF OBJECT_ID('Sales.fn_FilteredExtension', 'IF') IS NOT NULL
DROP FUNCTION Sales.fn_FilteredExtension;
GO
CREATE FUNCTION Sales.fn_FilteredExtension
(
@lowqty AS SMALLINT, 
@highqty AS SMALLINT
)
RETURNS TABLE AS RETURN  --********************
(SELECT orderid, unitprice, qty
FROM Sales.OrderDetails
WHERE qty BETWEEN @lowqty AND @highqty);

And to use it:
SELECT orderid, unitprice, qty FROM Sales.fn_FilteredExtension (10,20);

An inline table-valued functions is closest substitute for parameterized views (which cannot be done).

No, you can't pass parameters to a View but you can use filters by adding a WHERE clause:
SELECT *
FROM MyView
WHERE Field1 = @Var1 AND Field2 = @Var2
