visual studio creating forms

Gurus ,

i would like to create form , where data will be entered as forms through checklists , drop down menu and texts and files can be exported to excel if required. I can report in graphs if needed through this

Basically it is another microsoft access type , but to feel as modern UI .

Now question is , as i am beginner in this ,
1. Is it possible to make it in visual studio ?
2. Can visual studio save this in backend database whiich is excel , as the data's will be small ?
3. is it possible , there is forms that i can select multiple entries from two boxes , one on left has all the content and the right hand box you can select one from the left or all from the left using the arrows

Any templates or useful guide for beginner just to work on forms would be appreciated
