Error in IE when loading pages

Most pages I visit on the internet produce a pop error in Internet Explorer that reads, "Internet Explorer blocked this website from displaying content with security certificate errors.".  It happens in multiple versions of IE.  I found the fix that talks about syncing my PC time but I am on a network and don't get my PC time from Internet. So I don't have that tab in my Time settings.  

Any ideas?

On you on a Workstation or Server?  IE on a Server may do this.

On a workstation, go to IE, Tools. Internet Options, Advanced and run Reset. Do the top half reset. This resets security settings.
