Still struggling with Merge Statement syntax

I'm trying to implement a Merge of data from several views in my database into a table used for reporting.  I'm attempting to do an insert or an update by I'm getting the error:  

Msg 102, Level 15, State 1, Line 16
Incorrect syntax near 'S'.
Declare @FromDate as datetime2
Declare @SummaryOfChanges Table(Change varchar(20))

Set @FromDate = '2015-07-10'
