How large are the log files in the folder? - can you archive older logs?

AV scanning the logs? - try excluding the folder from AV scans.

If the folder view opens slowly, it is probably because of the amount of files it contains (the file sizes are irrelevant). Above of around 2000 files the effect is significant. Deleting, moving elsewhere, or zipping together a large bunch of the files should help.

You should also consider upgrading the O/S on that server; particularly since Server 2003 goes End-of-Life in 2 days...
