When I open Outlook 2010, it launches microsoft word 2010 in compatibility mode

Problem:  Almost every time some users open outlook, Microsoft Office 2010 will open in compatibility mode.  The window will be somewhat minimized or have nothing within the window but an MS Word screen.  
The Environment:

Super Simple Version:  I have Office Professional Plus and when I open Outlook it also opens Microsoft word in compatibility mode.  

Somewhat Simple Version: This is on a Windows Server 2003 R2 Terminal server, and accessed via Citrix.  

Complications:  Its 6 server Citrix farm and everyone is using a roaming profile.  They launch all versions of office through the same citrix server.  These servers auto-restart each night.  

More Complications:  We just upgraded from Office 2007 to Office 2010.  We tried a stress test prior and this issue did not come up.  It doesn't seem to care what server the user is on, but is consistent for about 4 users.  

Troubleshooting:  I have already deleted the user's normal.dotm and recreated the outlook profile (its not cached).   Deleting the normal.dotm worked for a day.

Have you checked the shortcuts these 4 users use to start outlook and have you removed any old links and shortcuts to office 2007? If not try that to start with--I would also check these on these users profiles too and delete them from there too.
