What are the rules to determine which ' characters needs to be modified seeming the ' character is also used in area where you do not want to replace them in.
For example it looks like a line from a csv file? So which columns will the ' character show up in that you want them to be replaced in, only in columns 3 and 5 for example. But if there are no rules then there is no way to know which one to replace.
