Can you ping by name and IP?

If just IP, make sure nothing else took that IP.

Do you have a firewall blocking traffic between the devices?

Check the firewall then. Make sure it isn't blocking rdp and replication traffic.

can I do replicate from ntds setting from one sserver which I can connect
Event logs... there will likely be other errors.
Check the clocks on both, are they synced. Can you manually replicate (within the links below)

Do you know how long the replication has been failing (tombstone?)
