This happens in later versions of Excel. We believe it has something to do with the additional complexity programmed into the application and that causes Excel to take longer to initialize it's various components which can cause issues with VBA code running at the same time. The workaround is to use the OnTime command to delay VBA processing until after Excel has settled down.

    Application.OnTime Now(), "ThisWorkbook.AfterOpen"
End Sub

Public Sub Workbook_AfterOpen()
    Application.OnKey "{F10}", "changeToVal"
