Group Policy loopback mode prevents from applying other GPOs

We are using a GPO "ts-gpo" for our Terminal Server farm with "User group policy loopback processing mode" Enabled and set to Mode: Replace

Another computer gpo, "wsus-gpo" wich sets the windows update settings for the servers, is linked on the OU of the Terminal Servers. Unfortunately no settings of this wsus-gpo are getting applied to the servers even if no settings for the windows updates are set on the loopback policy ts-gpo. A gpresult shows me that the wsus-gpo was applied to the servers.

What are we doing wrong here?

You can run rsop.msc on client to define applied GPO on that

If a gpresult is saying it was applied then it was probably applied.  I'd guess that another GPO is actively superceding the policies (so they are applying then later being overwritten.)  The GPResults wizard can generate a detailed report of all policy values and which  GPO was the winning policy so you can see where the final values are coming from. Precedence, link order, enforced setting, and plain old typos can cause behavior you aren't expecting.
