Is Quickbooks database manager necessary for network access?

I need to have several PC's have access to a central Quickbooks file but none of them simultaneously ..

We have Quickbooks 2011

Is installing database manager necessary or can I just put the file in a network folder and access it from client's copy of Quickbooks?

You need the database manager where the company files are stored whether it is a server or just another computer.  
The service needs to run on that computer whether or not QuickBooks is running.  It services the programs on the other computers.
It is not needed on the computers that do not have a company file locally installed.
