Dell Precision 490 starts up and shuts down before post with an orange number 4 on front

Not sure what the problem is. What I've found on the internet doesn't give much of a clue. I had 8x1GB memory in the system and I pulled four from the black sockets and moved them over to the white sockets and still nothing. I don't have any parts to swap out so I'm hoping that someone else has run into this issue.

Pull all memory sticks to see if it will indicate a memory error, or whether it goes into the same cycle, poweroff.

What is the color if the power light if you disconnect the power and connect it in while paying attention to the front LEDs.

One possibility is the power supply is an issue powering off.
There are testing for power supply, shorting the two connectors, then checking..

Another option the board is shorted leading to the power supply thermal shutoff kicking in.

Do you have a similar system where you could swap components to see whether the issue will shift with a component?

Disconnect drives, peripheral on this system ......
