vMotion is not licenesed!

I receive a message saying storage vMotion is not licensed on the host when I attempt to migration.  I am currently licensed for Essentials Plus.  I recently upgraded from ESX 5 to 5.5.  Not sure if this part of the problem or not but the license says vSphere 5.  Does this need to be upgraded?

How is this high availability if I need to power the vm down to move it?
You have vMotion which is moving the VM (live) between hosts. (between datastores requires Storage vMotion)

It's not. If you need Storage vMotion you will need a license for it, upgrade to vSphere Standard.

VMware High Availability is the function in a cluster, if the host fails, all the VMs on that host are restarted on another host automatically.

(there is approx 1-2 minutes of downtime).
