How do I change the WindowsLogo Key to toggle the display on & off?

I have a requirement to turn of the display quickly and turn it back on quickly with a single key stroke.  I have seen it done on another Windows 8.1 Laptop by hitting the WindowsLogo Key.  This cannot be that hard to setup.

Have you ever wanted to hit a shortcut key to turn off the monitor? Sure, you can use the Win+L combination to lock the screen, but that leaves your monitor on… and those of us with multiple monitors find it a pain to hunt down the power buttons all the time.

To hide the screen contents, you can lock the screen using winkey+L.
To unlock it, you will have to enter your password.

For "one-key-blackout", use a batchfile with nircmd. nircmd is a small freeware that enables you to do 1000 things and more. You can link that batch and use a shotcut key to start it for blackout.
