Office 365 DNS TTL

It seems that Office 365 only allows a minimum TTL of 1 hour for DNS A records. Is there any way to set a lower TTL?

Even for external DNS the recommendation is 1 hour. See https://support.office.com/en-gb/article/Create-DNS-records-at-any-DNS-hosting-provider-for-Office-365-7b7b075d-79f9-4e37-8a9e-fb60c1d95166
For internet-accessible DNS names, there isn't much point in going lower than one hour anyway due to how long the propagation process takes. Even if you set it to 1 minute, all the DNS servers in the world aren't going to take any notice of this and you'll still find that some servers have the wrong IP address many hours later. Otherwise people could cause crazy DNS update storms by setting stupid TTL values and constantly changing the records.
