Outlook 2010 not working after upgrading Exchange Server to 2013

I upgraded our exchange server to 2013 and now I cannot get Outlook 2010 to connect. I have all the latest SP and updates applied but it hasn't helped. Any ideas?

Does OWA work?

Make sure all of the Exchange services are started.

I had a case once where the RPC Client Access Service wasn't started.

What about other versions of Outlook?

Outlook 2007 and Outlook 2013 work perfectly fine.  OWA works perfectly fine.  Outlook 2010 has been fully patched.  We have changed the authentication from basic to NTLM, to negotiate, none of them work.  Only Outlook 2010 has the problem.

Which operating systems are running your Ol2010 ?

This error could be displayed if the correct certificate need for RPC/ HTTPS is not present on the windows client with outlook 2010

Which certificates did you configure on your Exchange 2013 to use for HTTPS and outlook Anywhere ?
The accurate certificate must be installed on the Windows Client ( PKI Root certificate or Exchange Self Signed )

So I ended up opening a support case with Microsoft and found out it was a very obscure GP entry. Here is the link for the solution.
