mailto: address disappearing when I add cc:=

Here is my code:

Dim pr As Process = New Process

pr.StartInfo.FileName = "mailto:" & CStr(pmString.ToString) & "&cc=" & CStr(othersString.ToString) & "&subject=" & whatIsIt & " - " & CStr(Me.TypeComboBox.SelectedItem) & "Submittal  Due:  " & _
CStr(Me.DueDateTextBox.Text) & " (" & CStr(Me.TitleTextBox.Text) & ")&body=" & mMessage

pr.Start()

My outlook email appears, everything is filled out and then, the To email address disappears!  

I am using VS 2013 and Outlook 2010.

I think you need to differentiate to & CC (Outlook.OlMailRecipientType.olCC)

Have you tested it with a simple string? My guess is, that the date, which may contain slashes could be the trigger.
