exchange 2013 weird forward issue

Greetings I have a very weird issue. We have a shared mailbox being used as a system account and repository for an application. The problem we are having is a certain user is forwarded a message everytime that someone sends an email directly to that mailbox. We ran message tracking logs and verify that the email reaches the system mailbox but CANNOT see where it is delivered to the user. I even ran tracking on all inbound messages to that users mailbox and no trace of it being forwarded to that users mailbox. There are no rules setup when doing get-inboxrule and even used the hidden parameter.

I used an outside email to test and verified it was delivered to the system mailbox but no tracking shows it going to the users mailbox. It did also deliver to the users mailbox. Has anyone ever heard of this before?

Perhaps the forwarding rule was not set inside the Exchange account but in the mailbox property.

Can you check the shared mailbox property and see that the Forward to checkbox is checked and the reason you see the email is because the "Deliver message to both forwarding address and mailbox" is unchecked so only the use get a copy of the forwarded email.
